Trust vote is a generic term used to check the confidence enjoyed by the government in Parliament. It is generally tested by means of two motions:
Motion of confidence: A motion of confidence is a motion of support proposed by the government in Parliament or other assembly of elected representatives to give the Members of Parliament (or other such assembly) a chance to register their confidence in the government.
The motion is passed or rejected by means of a parliamentary vote (a vote of confidence).
No confidence motion: A motion of no confidence (also vote of no confidence, censure motion, no-confidence motion, or confidence motion) is a parliamentary motion traditionally put before a Parliament by the Opposition in the hope of defeating or weakening a government, or, rarely by an erstwhile supporter who has lost confidence in the government.
The government proposes a motion of confidence, whereas the Opposition proposes a no confidence motion.
Defeat of a Motion of Confidence in the Parliament generally requires one of two actions:
Who initiates the trust vote?
If the motion is a confidence motion, the government proposes it and if it's a no-confidence motion, it's proposed by the Opposition.
What is a whip?
It is a voting instruction issued to the members of a political party by the leadership. Since legislatures typically only require a majority of the quorum in attendance, a majority party can be outvoted if a large number of its legislators are absent and the Opposition is in full attendance. An important part of a government whip's job is to ensure that this situation never arises.
What if an MP goes against the whip?
If a party member violates the whip, he may be disqualified. It usually happens in case of a trust vote. For example, the total number of seats in the Lok Sabha is 543 and majority is needed at 272. Every party issues a whip to their members. Now if 10 members of the Opposition go against the whip and vote against the instructions of the party, it becomes easier for the government to survive. It wins the trust vote. But the respective party may take action against the guilty members and they may be disqualified.
In another case, if members abstain even after the whip is issued, the total becomes 533. The majority required in this case becomes 267. Thus, the number needed to save the government is reduced and if it secures the required seats, the government is safe.
If there isn't any whip?
Then it is not absolutely essential for all the members present to vote. Some may choose to abstain or stay away. So, if some members don't come or don't vote or ensure that their votes are invalidated, then too the outcome is valid.

Karnataka Budget Highlights
1.The Budget of Government of Karnataka for 2008-09 with an outlay of
Rs.56542.15 crores from the State Consolidated fund has been
presented in Parliament. The Budget focuses on promoting “Growth

capital in the State by enhanced investments in education, health and

4.The total outlay of Rs.56542.15 crores for 2008-09 represents an increase
of 12% over the budgeted outlay of the State for the year 2007-08 which
was Rs.50465.60 crore. The State’s annual plan for 2008-09 is to have an
outlay of Rs.21751 crores which reflects an increase of about 22% over
the 2007-08 annual plan outlay of Rs.17782.56 crores.

5.As required under the Karnataka Fiscal Responsibility Act, 2002 the
State’s budget for 2008-09 has a revenue surplus which is estimated at
Rs.2972.65 crores. This will maintain Karnataka’s record of a revenue
surplus financial position continuously since 2004-05.
6.As required under the Fiscal Responsibility Act, the Fiscal Deficit for
2008-09 will be within 3% of the State’s estimated GSDP (Gross State
Domestic Product) of Rs.244043 crores. Again Karnataka has
maintained a fiscal deficit of less than 3% of GSDP since 2004-05.
7. By maintaining the revenue surplus position and limiting the fiscal
deficit to less than 3% the State will continue to receive the benefits of
debt consolidation and wavier of central loans amounting to about
Rs.650 crores per year.
8.The Medium Term Fiscal Plan 2008-2012 presented with the budget
will be the guide for moving forward on the path of fiscal prudence
9.The State’s GSDP is projected to grow at a real growth rate of 9%.
Inflation is assumed to remain at 4% during 2008-09.
